Child Sexual Abuse and Exploitation (CSAE) Policy

1. Zero Tolerance Policy

Blinkd has a strict zero-tolerance policy regarding child sexual abuse material (CSAM) and child sexual abuse and exploitation (CSAE). We are committed to protecting children and maintaining a safe platform.

2. Prohibited Content and Behavior

The following are absolutely prohibited on Blinkd:

  • Child sexual abuse material (CSAM) in any form
  • Content that sexualizes, grooms, or exploits minors
  • Suggestive or inappropriate content involving minors
  • Solicitation of minors for sexual purposes
  • Sharing, requesting, or distributing CSAM
  • Facilitating or encouraging child exploitation
  • Content that depicts, promotes, or glorifies child abuse

3. Age Verification and Protection

To protect minors, we:

  • Require users to be at least 13 years old
  • Implement age verification measures during registration
  • Monitor and moderate content to identify potential risks to minors
  • Restrict certain features for users under 18
  • Encourage parental involvement for underage users

4. Detection and Prevention

We employ multiple measures to detect and prevent CSAE:

  • Automated content scanning using industry-standard technologies
  • PhotoDNA and hash-matching against known CSAM databases
  • Human moderation and review processes
  • User reporting mechanisms
  • Behavioral analysis to identify suspicious patterns
  • Regular security audits and updates

5. Reporting to Authorities

We are committed to cooperating with law enforcement:

  • All instances of CSAM are immediately reported to the National Center for Missing & Exploited Children (NCMEC)
  • We comply with all legal obligations under applicable laws including COPPA, GDPR-K, and other child protection regulations
  • We preserve evidence and provide information to law enforcement as legally required
  • We cooperate with international law enforcement agencies in CSAE investigations

6. Immediate Actions

When CSAE content or behavior is detected:

  • Content is immediately removed
  • User account is permanently banned
  • All associated accounts are investigated and removed if necessary
  • Incident is reported to NCMEC and relevant law enforcement
  • User's access is blocked from creating new accounts

7. User Reporting

If you encounter content or behavior that may involve child exploitation:

  • Report immediately using the in-app reporting feature
  • Provide as much detail as possible (usernames, content descriptions, timestamps)
  • Do not share, download, or distribute the content
  • Do not engage with the user
  • You may also report directly to NCMEC at CyberTipline.org

8. Response Time

Reports involving potential CSAE are treated as highest priority:

  • Initial review within 1 hour of report
  • Immediate action for confirmed CSAM
  • Law enforcement notification within 24 hours

9. Education and Awareness

We promote child safety through:

  • Safety resources and guidelines for users and parents
  • Clear community standards and expectations
  • Partnerships with child safety organizations
  • Regular updates to safety features and policies

10. Parental Controls

Parents and guardians can:

  • Monitor their child's account activity
  • Enable additional privacy settings for minors
  • Report concerns to our safety team
  • Request account deletion for minors

11. Staff Training

All Blinkd team members receive training on:

  • Recognizing CSAM and exploitation indicators
  • Proper reporting procedures
  • Legal obligations and compliance
  • Trauma-informed response practices

12. Industry Collaboration

We actively participate in:

  • Technology Coalition initiatives
  • Information sharing with other platforms
  • Industry working groups focused on child safety
  • Adoption of best practices and emerging technologies
